well scotland is effectively controlled by england as is northern ireland and wales however scotland is the only one who doesn't want to be controlled by england so was trying to make it clear that its the english lawmakers that are setting up these laws which covers the whole of the uk, scotland included. anyway lets not get off topic.
vpn should get around it but a vpn for each and every person in the country? im sorry but that most likely won't happen. i doubt this law will even be enforceable because of privacy laws which protect your right to download what you want without anyone knowing what your downloading, but of course you have to take appropraite measures to protect it.
imho all this will do worst case is change the way wee download stuff, that's all. the government is trying to improve broadband britain so when this law comes to court the goverment should realise that they will be driving people off the net instead of encouraging it.

Only reason I mentioned Dedicated Server is because of the link speed. Shared hosting tends to rather variable but I guess not that bad for normal use.
What does knowing someone outside the US have anything to do with it? You know you can buy stuff like that over the internet right? EP's server's physically located in the US...
Regarding the link speed, all he needs is for it to be about 2x the speed of his home connection (in + out), which isn't hard at all...
If you know someone outside the US they might be willing to proxy for you = no costs at all. Granted for the bandwidth requirement but I was thinking about a link up good enough for downloading.

Too unreliable if you're using someone else's home connection, unless you find someone who leaves their computer on 24/7 and doesn't mind you lagging their internet. Especially because everything costs twice the bandwidth, net » friend, friend » squee, and for that reason it's probably insufficient (since people generally have really s hity upload speeds).
VPS should easily be good enough for that purpose though, dedicated server is completely overkill.

Woah, thanks guys for the help, me and my work friends found a really good VPN for $10, 20Mbps download speed ( the max wee all have) and servers in Amsterdam, US and London. Wee are trialling it for now and then I think this summer time wee will start a kitty to pay for this service. But thanks again guys you really helped me :)
