I can get half back from the aus gov, so can anyone reccomend a 22" screen from MSY or Gamedude that keeps it under 1.1k AUS?

Again, depends on what system you're aiming at. I'm going to assume gaming.
You can get 22in widescreen LCD monitors at MSY for $200-250, so you're looking at a PC around $850.
CPU: Intel E5200 [$102]
GPU: Gigabyte 4850 [$225]
RAM: 4GB 800MHz [$74]
Mobo: get a cheaper one that suits your needs for around $150 or less (ie P43 based mobo)
Optical drive: [$30]
Case & PSU: CM CAC-T05 + CM 460W Extreme [$117]
HDD: Western Digital Sata 1tb [$144]
With $150 mobo, that totals at $842.
