When I Was In France With Family & Friends My Friend Said Something About A Internet Hack Where You Use Other Peoples Internet
But I Forgot What It Was Called

So I Was Wondering If Any Of You Know Anything About It ? .

Generally, your ISP will cap your speed, so unless you plan to hack their servers, the most you'll be able to get is limited to your speed cap (which you usually get close to anyway).

Work environments and other places where the internet is shared amongst a large number of users, they typically have a much faster connection (in Australia, it's usually Fibre Optic) which will cost a lot.
For example, this server is hosted on a 100Mbps line - not something you'll get from the average ISP.
