Well, the article does mention that attendance is a requirement. I'm sure the issue isn't even getting more people to pass. On average, it is easier to graduate from a Japanese university than an American one. Japanese kids spend their whole k-12 education cramming to pass a university entrance exam. Mind you that there is no standard test like the SAT's, each university has their own test. It's so difficult to just enter the friggin school that I guess they ease up curriculum wise.

And about attendance. I personally don't think it should be required when you are paying money. (Except for some airline situations) Give me one example where you pay full price to be able to attend something and be penalized for not going? I think it's just a rule to feed professor's egos. You can't pass unless you sit here and listen to me.
