That would be Kara no Kyoukai which is going to be an anime movie based on a novel of the same name the writer has written. One of the characters is Aoko's older sister.

Although I never saw the ones in Tsukihime (Played the ero free version) I did see the ones in Kagetsu Toya and I can agree with you that they're pretty horrible.

Starting from Melty Blood, the artwork has become much much better. I can agree with that, but Shingetsutan Tsukihime's artwork is considerably worse when you compare to Tsukihime's in the end.
