Oh I see. I thought regions originally had a bit of correlation with PAL/NTSC, and Europe uses the former but Japan uses the latter.
Gah, I live in neither, so it does not bother me.

That's if the PSP2 doesn't have similar region coding system... PSP had region coding but only for UMD videos.
Though if you're interested in Japanese games, they may decide to make those region free. I believe region coding is mainly to try to skim profits from low socio-economic places which can't afford the standard price. Games in Japan tend to sell for a bit so they might not care so much.
Besides, is Japan and the US in the same region?
Actually according to Nintendo, here's their insane reasoning for region locking.

Yarnton did offer a glimmer of hope that the situation might change in the future.
"DVDs are also region locked. It's nothing new. I know people would love to sample the box of chocolates from everywhere, but at this stage... As time goes on, who knows what's going to happen."
Although Nintendo home consoles have long since featured region locks, the 3DS is its first handheld to limit where users can purchase their games.
