Im a webdesigner myself :3
And firstly, i learnt how to make websites myself from w3school, and really started use Microsoft Frontpage.
But that's pretty old now, so I'll suggest Dreamweaver is another good software to use.
And if you want to be even more advance, then Visual Studio Web designer and make an ASP website ;3
But, still i suggest reading tutorials and looking in w3school first

HTML and CSS are pretty easy to learn. However, with HTML, things can be quite manual. You could learn PHP or JavaScript after you already know HTML and CSS. It's a good way of creating your own content management system, so instead of manually editing the HTML file (and having to add code each time you want to edit it), you can just add/edit/delete the text you want without editing the HTML file at all.
