Probably just me but all MSI stuff I've had seems to have broken. Had a dodgy MSI motherboard which finally died about a year ago (lasted around 3 years, but started weird issues long before that) and now the GPU. I doubt it's something like static or knocking the card - there's really only a few capacitors at that end of the card and I tried pushing them but they were quite solid.
Dunno - probably me though as many others don't seem to have issues.
Anyway, that card definitely doesn't have fan control - the fan is always on despite the the control panel saying 0%. Checked on MSI's website and it says some of its cards don't have fan control.

Am currently using my netbook hooked up to monitor and all that. Damn this thing is silent!

MSI has three 4670's with 512MB graphics memory - mine's the one in the middle - maybe your brother has the OC'd version (with custom cooler)?
EDIT: interestingly, the site says it isn't OC'd... though they tend to stick the Zalman fan on their OC versions, weird.
