naa i checked the router setting page and look at dlink page so no go for me.. router won't do it lol.. im using all cords.. no wireless..  it doesn't split the bandwidth 50-50 between the two its just if one is downloading the other goes slow... i wonder if i can set the priorty of the pcs... i shall check... thanks for the help people!!!
when it annoys me or i waiting on anime to finish i just unplug the other pc from the router lol

offhand i can think of a few ways.
firstly software, there are many solutions available - google is your friend.
secondly set the link speed to half duplex - this essentially limits the local bandwidth to 1/10th normal (10 megabit per second as opposed to 100 megabits per second) however this won't directly affect such a low speed internet connection but it may cause the priority to change. when i use my pc for torrents and my psp for browsing at the same time its the psp that suffers the poorer speed so this is a possible option.
thirdly as mentioned qos should be able to do this - i have no experience using it so, again, google is your friend.
fourthly you might be able to mess with the internet settings to cripple the machines connection but this is trouble and can have other side effects, that's why this option is last.
my reccomendation is get some software to do it and make sure she uses it. this is by far the easiest, safest and quickest option.

^^ thanks for some suggestions...  i don't really like running stuff on my pc (even though its fast and alot of ram... 3.20mhz and 1.5gig..)  i used the vlite and nlite and SEVERLY cut my windows xp and vista install to bare essetials....  setting the link speed to fom 100 to 10 won't do much i think as it would more limit the speed between the pcs rather then the internet as my speed reaches no where near 10 or 100meg cept from pc to pc.. my DL speed is about 120k.. its not really that big of a problem i was just wonder if theres an easy way to do it... as far as crippling the other machine. lol theres no need.. i put tons of spy bugs on it and it so old i don't think it has 64 meg of ram.. i got keyloggers on it, backdoors set up lol... and i know nothing about QOS... that can limit internet connectivity? and in win 98?   if i never had a reason to tinker with that so i don't know anything about it.. im gonna try some stuff..
