on my upstairs comp when i try accessing the internet wirelessly it jus sticks on acquiring network address,so i click on it and it said invalid ip

so my q is how do i make it a valid ip

im using tiny xp and i think the person hu has made it has got rid of ipconfig because when i go run>cmd and type it in it says

'ipconfig' is not a recongnized as a internal or external command,operable program or batch file.
