If all he's done is that rooftop section, it'll never get finished.


Plus, these kind of takes a whole team of full time developers ages to do, no way 1 single guy working on it for fun will be able to get the whole game.  Most you can hope for is the maybe the first level.

Doing the rooftop part implies he's probably got a lot of the underlying system done.
It also helps attract other people interested in the project to contribute.
