take stock image » duplicate layer » glowing edges » B&W (or desaturate) » invert » layer mode: darken - >new layer » apply image » texturizer » make borders and text (i dunno how to make those borders) »save as png

is that how you made it?
that would have taken me like 30 minutes <_< :P (im no good when it comes to using the filters)
