The dic files are just the dictionary translation files for the PSP. If you don't use the Asian games/PSP, you don't need them. It isn't anything special.

I had this problem before, re-installed the firmware and everything was fine :)

That works too. This has been a problem since 3.52 M33, and now with Phats running out of space with the 1.50 kernel addon installed, it has turned out to be a more outstanding problem while flashing.

unless you desperately need korean on your psp the dic folder is useless
