These are Virtual Network IPs, their useless unless you want to game :P
[and I do know one or two things lulz]
~ How to Install the "Hitz.Monopoly.Tycoon.Class.Plus.v1.4.Update.exe" ~
1. Run Install.exe and go through the prompts it gives you - Preferably install in "X:\Program Files\Infogrames Interactive\Monopoly Tycoon" [X: being your drive] so Patching works correctly.
2. Run MTPatch1_4.exe - be sure to Patch it even it it prompts it is already v1.4.
3. Extract "MONOPOLY.TYCOON.14.MYTH.NOCD" and replace the original MT.exe with the one in the "MONOPOLY.TYCOON.14.MYTH.NOCD" Folder and your done!
