^ QJ are full of idiots who think they know everything (aka 13 year olds). The environment is mainly built up by the fact that QJ posts basically everything in their blog (remember the Hello World app?), so newbies like to post their work there, as they're pretty much guaranteed to get some publicity (and once they have this publicity, they really go over their heads). Now I'm not discouraging newbie developers, most definitely not.
Of course, I'm making a big generalization - there's always good things stuck in a bad crowd :P
Seriously though, my biggest thing against QJ is their administrator's ideology - they do everything for traffic. If you constantly fill your site with every little development (and bit of rubbish you can find), it makes the site look very active, thus attracts visitors. Add in things like "premium membership" and you get extra cash rolling in. Of course, their strict rules are mostly bogus - the admin just wants to appear safe on what most people consider a gray topic (in terms of legality).
They really don't care about legality (as demonstrated by bloggers posting PMF files themselves in blog posts) - all they care about is money.
Maxconsole isn't really like that, however, they're somewhat under-moderated (*actually, should I say, they REALLY need more moderation).

If i recall correctly it was me who said to just change the back-up files non-visible and then add them,.. but i think that did't work for Mxconsoles either,. don't think that was excepted,..
Yeah, Maxconsole is somewhat like that too, but in most cases, due to under-moderation, it's not noticed.
It's hard to define what's legal or not. Technically, it can be argued that any distribution which bases itself on a copyrighted file can be considered illegal (but then, the nuances of that is highly debatable too).
My personal view (which I know is somewhat flawed) is that if it can be obtained legally for free, I don't see an issue in distributing it to someone else who can obtain it legally for free. Of course, as I've said, it's flawed in some ways, so I don't want to be criticized on that. Just use common sense :P
