Ok well I have my 3.30 topmenu_plugin.rco working completely with no bugs whatsoever. I based it off the red bubbles theme here:

and then just replaced them with my previous icons. Download the rco from there and edit it in RCO Edit 1.13b, replace the icons, edit the text, and it should work for you.

I have bugs with it...It is an "aura" near all the icons and the white "aura" near the edited icons is much bigger than icons...

simply replace the background images with pure white. the bug i think your describing is caused because the background images don't work to well. i could be wrong but you never know. anyway it should fix that bug.
