yea and here is another technique that can make the soft effect combining it with those blur's you mentioned/.

1. apply image to a new layer
2. duplicate that layer
3. bottom layer - desaturate (ctrl + shift + u)
4. top layer Gaussian blur (use your own judgment)
5. set top layer to overlay.
6. lower opacity of both layers if effect is too strong. .

it can give a nice soft settle effect, and is good used on scenery and soft subjects. . . lower opacity of these layers if the subject is meant to be more angry and combined with radial blur and such can give a nice effect. . .

so yeah. . . relatively easy to do but gives a good effect./

i have a set of cg feathers brushes and with this effect theyn look awesome
