I've just noticed that after modding my rco's, everytime i reboot the PSP the wallpaper disappears..when i got to theme settings>>wallpaper>>use, it says that there wasn't one that was previously set....alos, I've had issues where once i set a wallpaper and i turn off my PSP, the options like skip SCE logo or No-UMD will return to 'Enabled' after i have, many times, selected "Disabled" before exiting...and after disabling them and exiting, it works..but after i turn off my PSP, i lose the wallpaper and the options return to what they were before..why is this happenning?! one more thing, the ISO's don't work due to the fact that some of them require a UMD to load the game..
i don't know way it is happening, but i recommend that you simply recover back to 1.50, and fresh install which ever CF you were on :D
cause your Flash1 missing folder /vsh/theme, create it by yourself.

format your Flash1, it may help on this.

I did this when I got the problem . . .
format flash1, either using m33-4's built in option, or with flash1formatter http://www.boba.psphardwarehelp.com/pspfiles/flash1.rar
Use fromatflash1 from recovery , but before that take your UMD out , and run the formatter , after you set up the psp in xmb insert your UMD , set your settings , and recovery settings and try again , this time everything must be working ok.
Formatting flash1 doesn't create the vsh\theme folder. Do what
matchung said, create it manually.

Enter recovery> Advanced > Toggle USB (flash1)

Create a vsh folder, create a subfolder inside vsh and
name it theme.

exit recovery.
