I think that is the official theme on http://www.pspmod.cn, at least the icons are the same,,, :)

The Xmb Icons were created by Snip3r_Qc over at Evolve XMB

eeee..... But I downloaded the same icons set before Snip3r_Qc released on evolvexmb..
you may check this thread and notice the release date: it gave credit to Darockx for making Icons,,,
