5 cm/s really is touching as it dwells into what really happens to many people in real life... Not to mention beautiful art...
Spoiler:
Seems messed up - I mean, I don't see why they have to specifically avoid each other.  I don't particularly really recall being shown anything bad happening between the two, just being separated really.  Guess the only thing I can think of is them feeling guilty for not being loyal?  If that's the case, then I see nothing to really worry about as it implies some mutual understanding anyway.
Perhaps they have some idea that it might mess up their lives or something.

Spoiler:
What happens is this:
They get separated when they are really young (about 10-12 years old, I think). They keep in touch for sometime, but over a period, their correspondence stops. The guy is so much in love with her that even after a long time, he can't get over her. She, on the other hand, falls for another guy and forgets him.
Towards the end of the movie, it is clear that even years later, he still remembers and misses her. She on the other hand has forgotten him entirely such that when they cross at a rail-crossing, she sees her and is stunned, while she doesn't even notice or recognize him and simply walks away.
Spoiler:
So she dumped him in high school and he kept feeling like sending text messages.  Where does the blue haired girl come in then?  Just something random they added to the story?
Spoiler:
Yeah, I think she fancied him but I don't think they were in much of a relationship.
Also keep in mind that he doesn't exactly do text messages, he just types up drafts and deletes them -.-
[Was he pretending to write letters like he did to her?]
Spoiler:
That's what I though.
Then again, she did wait over 4 hours for him at the train station, so she did at least have interest before.  I'm just not sure about the blue haired girl and her involvement with everything and why they only texted each other.  Maybe he moved away because of her instead of his childhood friend?
Spoiler:
No I don't think that's the case, I think they were just showing that he really couldn't move on after this time.. clinging onto something that simply cannot be.
I cannot remember clearly., but can you remind me, was it just him who looked back after they crossed the rail crossing or did she look back too?
Spoiler:
Really don't get you, but anyway, they both turned but the train got in the way.  He waited, but she left.  As for why they didn't look at each other when they passed by, I dunno (both heads down?).
So this text is outside the spoiler.
I think its a little unclear here:
Its like this:
Spoiler:
1st part: Tohno and Akari are probably just entering Middle school and are really close to each other. 1st Akari moves to another city and they start keeping in touch via letters. Then Tohno has to move to a really distant town and doing so causes their correspondence to drop. What's shown in the movie is the final train trip he takes before moving to that other town which is remotely connected.
2nd Part: He is in that town he had moved to and slowly gotten into habit of just writing messages to himself. Sumida (I think) is a girl in his school who likes him and want sto go out with him. However, she realises that he has some distant personality where he doesn't get close to anyone. She thinks its about someone or his ambitions (I don't really remember). There Tohno has not forgotten Akari and wants to move towards a good future.
3rd part: I think Tohno dates Mizuno for a year and then moves out and away from her as he just can't get over Akari and keeps thinking about her. So he does not return any of her messages. Akari on the other hand has lost track of Tohno and is getting married to some guy. Still, apparently she remembered him after finding a letter she was supposed to mail to him. But she moves on...

As for why they didn't look while passing is because both were rembering each other and the past.
