The only hex-editing is if you are changing the bootsound in 3.51+, but I believe there is even a tool or GUI for that now, so no worries there. The coldboot image is like making an icon for the XMB, there are 256 maximum colours (including the alpha), the width has to be divisible by 16 and the height has to be divisible by 8. The waves can be made just like normal waves, but they are in the opening_plugin.rco. And the sound has a limit of 4 seconds, although in 3.51+ it's also limited by file size. One thing you have to watch out for is if the opening_plugin.rco is too big, then the gameboot branding will just end up as a white rectangle and you'll have to debrand it. And of course use the RCO from your firmware version, otherwise PSX games will be broken.
