Probably effective, as in, put in practice, but probably not effective in terms of achieving its (stated?) goal.

Well... from what I can tell, Nyaa has been down for a few days straight now.
Seems like it's a DDOS attack.

I'd say it's highly unlikely a government thing, but perhaps someone thought the timing was good.
Nyaa is back up!!
