That line sounds like the one that forms daily for the Passport Office here, I had to wait in it starting at 6:50 yesterday morning and wasn't out of there until almost 10. It was already about a block long by 7:30 too, even though the office doesn't open till 8:30.
Lines for HP are apparently really short here though, someone said they got there at 7:30 this morning (bookstore opens at 8:00) and they were first.
