As for transfer speeds, you care when you are moving anime around, or when moving other large gigabyte sized files. 45% of 30 minutes = 13.5 minutes... that's a lot of time off of a file transfer... at least for me who is impatient.
Why buy the Hard Drive if you're going to cap it at 45% of it's potential. Unless you plan on upgrading soon. Which he probably won't be since it's his new PC.
I'm saying it's all un-necessary, but if you are going to go that path, you wight as well go all out.

SSD are the best value investment to improve speed of your machine. An SSD with Intel Rapid Start Technology turned on is less than a 10 second boot to a usable desktop with all the programs running that you were using last time. I can't recommend it enough. You can even get a small 30-64GB and use the Intel Rapid Storage Technology to improve read/write to your 1TB if you don't feel like having 2 drives.

A typical OS drive doesn't do any large transfers.  I wouldn't be storing anime on a 60-120GB drive anyway - that's what the 2TB drives are for.

You shouldn't be transferring craploads of anime around every day.  I mean, I do that like once a year.

Overclocking
would be the "best value" investment for a performance increase. 0 dollars for greater speed and processing power.

I would think a processor is the second best value investment to improve the "speed" of your machine
Since the on CPU ram controller has direct access to RAM and directly affects memory clock
as well as the fact that the CPU has a huge influence (if not the only influence in most machines) on the total amount of FLOPS
and IOPS that can be performed...

Just because you boot faster doesn't mean your PC doesn't run like shit once it's booted...
if you take the 100-300 dollars you'd spend on the SSD and put it towards your CPU you're far better off.

Anime isn't the only thing that people transfer. I just used it as an example since they are generally large files... A 30 second file transfer could be reduced to 13.5 second, A 60 second transfer could be reduced to 27 seconds etc...
If you're going to buy an SSD why would you waste the money on a SATA II drive when it's already outdated technology...

You make it sound like 45% of something is a small number.
45% is absolutely huge...
Imagine if you only had 55% of your bank account, because someone took the other 45%.

You're probably one of these guy who would buy a Core i7-3960X for $1000 and justify it by saying, in raw numbers it's the fastest.

What you never considered is that it won't be any faster than a Core i5-3570K (less than 1/4 of the price) in 95% of applications because you get bottlenecks elsewhere and/or the application simply doesn't need that much power.  If you have a super computer made up of 2000 Xeon cores, and use it to run Media Player Classic or Mozilla Firefox, do you think they will run any faster?

You only really need so much processing power, any more is not worth the cost.

Look you buy an SSD to stick your OS install, applications, and stuff like games on it.  It's not a storage drive to store anime or ISOs.

File transfer speed is mostly irrelevant because you shouldn't be storing large files on it in the first place.  Access speed is much more important.

Besides, if you're transferring large amounts of data anything more than lets say once a month, you're doing something wrong.  And who actually watches files transfer, you just ctrl-x, ctrl-v, then go do something else.

Look if you're that desperate for raw transfer speed, you can get 3 normal SSDs for $300, then set up a raid0 array,then you get 3x raw transfer speed AND 3x storage.
