FJM Offline Launcher 4.0 will let you view certain file in this built in browsers that is now available via the PSP Browser itself.
This is an HTML app that views a lot of internet files which is very useful because the XMB can not load every browser file.
It works with the PSP internet browser but no Wi-Fi needed.
