I think it means just people who are Anonymous, not the group, or a sect from Anonymous, besides, the government knows if you're apart of Anonymous.
Theoretically, you can never arrest anyone involved with Anonymous, since its members are anonymous.
Well, it shows that the FBI think they're a serious threat enough to employ undercover agents.

Yes. Sabu was the leader of LulzSec, he was caught months ago. Up until now he had been working authorities to help them catch other hackers.

Didn't bother to read full article, because I could care less about it, but after clicking the source I see that now :/
Besides, thread title lead me to believe it had something to do with Anonymous, and I know they don't have a leader.
