Well, comparing to prices here, ~$45 is cheap, but then that's a pretty low spec computer, even comparing with 2006 standards (except for the RAM/HDD). Judging the price of old hardware thus can be difficult, but I think it's somewhat in the range of Pentium 4/D machines, so probably pretty decent at least, if not good.
If anything, 2GB DDR2 RAM is actually probably worth the amount alone (edit: 2GB DDR2 selling for $30 here, so not too far off), as well as the case if they were new.

For the price you paid for, it is just right to get those kind of specs, so I can't really say those specs aren't good enough. I have a laptop that I bought last three years (that's 2009) and it cost me P20,000 and the specs aren't as good as what you have (only 1GB RAM and 170GB of space). Cause normally, you can buy a computer like yours even more than the amount that you paid for (considering the memory and the HDD). Cause sometimes, items in the Philippines can be bought at somewhat increased prices rather than the same items bought at other countries like the US. So if you can play that game of yours and browse your computer normally and without errors then I guess it's totally worth it for the price and specs.
