Says nothing about homebrew.
But with the rise of these semi-compiled languages, it's not surprising.

Doesn't the Xbox360 already support C#?  May pave the way for cross-compatibility between PC, Xbox and PS*, though I'm not sure if this is exactly what Sony wants.
Yeah xbox uses XNA C#, but Sony will probably make their own proprietary commands and hooks in their own expansion of vanilla C#.

PS Suite is for Android devices. Isn't the whole point here that they are allowing C# to be used in apps that can be used on the Vita as well? Would make a whole lot of sense.
