I will be so nice:
1: Get a PC where fonts are fine
2: Go to C:\Windows\Fonts
3: Press CTRL+A then CTRL +C
4: Paste stuff on a USB stick etc.
5: Press CTRL+V
6: Plug USB stick into your fudged up PC
7: Access the USB stick and select all fonts
8: Press CTRL+C
9: See step 2
10: Press CTRL+V
11: Reboot and see if it's fixed
If not, uninstall Windows Live Essentials or alternatively try to roll back your system to a system restore point.
You might also want to check the font relink section in the registry and also disable any programs like GDI++ if you have them running.

Tried changing your theme?
Also check your language/character encoding settings.
Try booting in safe mode also.
