elf load hotfix for ME-8

-- What is this? --
This is a patch plugin for ME-8.
It will allow to load ELF file in ISO.
(ex. evangelion , Sakura Taisen )
This feature will be included in ME-9.

-- How to use? --
1, copy plugin at memory stick.
2, add plugin path at game.txt .
