Put the plugin in your game.txt

And run the game the menu should appear.

Redownload popsloader (uploaded full version).

Make sure you have the pops bridge support on. Should look like this in your pops.txt

ms0:/seplugins/pops_bridge.prx 1
ms0:/seplugins/popsloader/popsloader.prx 1
