Only those ranked specialist or higher can see you. Which means it's pretty goddamn pointless, considering like 80+% of the active posters here are probably specialist or above.
I actually made a suggestion to Zinga asking that to be changed (so invisible actually means invisible), but that didn't really get anywhere.

I believe it's because he thinks my complaint that it's pointless in it's current state doesn't mean anything. Because he thinks the very concept of an invisible mode is pointless to start of with.

Personally, would raise the bar to mod or above, since they might have a legit reason to see whos online....but that's still a fair few of the active posters
It's so annoying people can't stalk you, don't think anyone ranked specialist or higher is annoying so it's no probrem~
