Obviously, your forum needs to have some purpose beyond being a forum for the sake of a forum.
Eg, why would someone join your site over a bigger PSP site?

I don't join many forums, but still am willing to join startups.  But of course, there's heaps of them, so I'll only join those which seem interesting or perhaps those of friends etc.
