No you can't.
At the moment, there is no such whitelist, which is why you can execute homebrew on OFW.

Less powerful system doesn't necessarily mean less powerful security, besides, so far, their security has always involved hardware.

- i ment the NGP ;p,.. but on the PS3 when its jailbroken there is already a homebrew wich registers a legal game instead of the iso-loader in the PS3 log,. so i was kinda thinking along that way,. its not the same,...
- Well,. the so less powerfull PSP1000-2000-3000-Go handheld doesn't have e very good security like the PS3,. or other powerfull consolues,. i am just saying there is always less resources on a handheld for security,. then on a full console,.

Correlation ≠ causation.
Sony just didn't bother so much with the PSP.
Though I guess there are tighter constraints on what can be done on a handheld, but if the security measures were implemented securely, it really wouldn't matter.
