I don't know if 110mb allows forums on free accounts or not, but I think freewebs does.

All forum hosts suck.
As for web hosting (and sticking your own forum):
110mb seemed to be rather draconian last time I checked
000webhost was a piece of poo poo when I tried them - I set up a blank forum, and after about a few hours, my account was eXx1l3d with no explanation given. I even contacted them, but they didn't respond. Meh.
Kinda hard to find a reasonable free web host. Byethost seemed alright when I tried them, though their load limits are really tight, but I guess you can't expect much from a free host.

Zinga's right, you really can't. You are best off hosting it yourself or using a paid host.

Well, if it's just a simple temporary forum, free forum hosts are fine (just look for a bigger or ones that have been up for a while, that looks nice for your needs; bigger because smaller and newer ones may go down the next day). But if you expect it to grow large, they don't work well as you may have limited customisability.
For a group assignment I'm involved in, wee're using Google Groups » convenience of it being a group, so you can use your mail client to send/reply messages.
Unfortunately, forums are also rather dynamic, as opposed to other scripts like blogs, so they can tax CPU/RAM resources more than those types of scripts.

I may be willing to host something like this for you, but I already have my own domain name (can't change that (Means the url you will get is http://slushnet.dyndns.org/add-on path to forum))
