I wanted to see if photoshop could do a set of commands on a group of pictures for example I have 10 pictures and I want to make them all black and white can you make photoshop do that

Yes you can.
Make an action for it then go file>automate>batch
Or use lightroom for a lot of photo work like me. I use Lightroom for the general stuff then pick out the ones I like most and finish them up in Photoshop
Make a droplet. You can drag the pictures to it and it does it for you. Basically just a .exe version of actions set
