as far as I'm concerned a burger and a sandwich are two different things.

I think hamburgers themselves used to be called "Hamburger Sandwiches" so I'm going to go with sandwich.  Also, I think Wendy's has something on their wrappers saying "Classic Hamburger Sandwiches" on them or stating something similar.
