That young lady would be Alice (or just looks alot like her), I assume the artist was inspired by the Jabberwocky poem when drawing it.

I do find it funny that Tim Burtons wife says that he would have made it better but because of (Disney's) deadlines he just had to see how it came out in the end because the CGI left them with next to no time to make any changes.
