Another part of the problem is people are holding onto the lower tier lobs a lot harder than they used to
Before, lower tier jobs were just a stepping stone, but a lot of people have been trapped in them for quite a while now
I know personally, where i work, the outgoing and incoming staff have become a lot less frequent then they were in the first few months of me starting there, before the recession kicked in in full
