I just had this crazy idea and I tried it, and it worked. I just took a random .jpg 480x272 background, flashed it to flash0 and renamed it 01-12.bmp. And guess what? It shows up just fine.
On the other hand, I also found out that full res themes mess up the icons. Must be something with the ram...

Whoa! Got to try this out... Hmm, if that's the case, chances are that all PSP supported formats can be flashed there.

I tried merging multiple images like the standard 01-12.bmp, but with jpgs, but it didnt work. The attached file has 12 jpgs, a merger and a 01-12.bmp which doesn't work, maybe someone can get it to work...
Hmm, I tried a JPEG and yes it works :) PNG doesn't however - looks like it uses the same method as FW1.00.
The resolution still has issues, causing the icons to look weird. Hmm, I think it's because of the uncompressed image being stored in memory or something, as using a large file, opposed to resolution causes the PSP to not load the background at all.
As predicted, shoving the JPG image in multiples of 6176 works, but most pictures, even low res take up more than 6176 bytes...
Hmm, if JPEG headers have a start pointer, maybe it's possible to load multiple images into one file without the 6176 byte restriction.

Tried it actually, PSP doesn't read the pointers, so basically, you're stuck to 6176 byte limit.

You need to set your theme as January. Sometimes 480x272 won't necessarily work either - try smaller resolutions too.
i put a high res and it funked up the icons using the super mario theme by mr shizzy as a base for my own custom images
i then used madsouls silk glow as a base with the same custom images and they looked good
