I'm currently using a cheap, no-brand portable USB mini mouse that I bought from a supermaret for £4. For the price its actually not that bad. But the loud click and the tracking problems are getting to me now. I can hold it perfectly still and the cursor will jerk around. This makes precicsion work next to impossible.

What I need is:
  • USB
  • Quiet click
  • Good scroll wheel
  • No tracking issues
  • CHEAP!

I'd prefer a wired mouse as I don't then have to worry about batteries or a receiver sticking out the side of my laptop. I don't have built-in bluetooth which would make a USB receiver a necessity. If the receiver is small enough to be left plugged in while in a bag I might consider it. Personal experience with a suggestion is a plus!
Lol I spent ~$2 on my USB mouse that is a bit noisy but the cursor doesn't jump around 1 bit and it has a retractable cable.

But it's made locally
I payed about €20~ for a brand new Targus laptop carrying case and it came with a mouse. It is basically all the things you want and is always reliable.

Im not sure if Targus sell them seperately.
i have a microsoft bluetooth 5000 mouse its got everything that you want, but doesn't have a usb. it cost me $22. i think that it comes in usb variety, and if it does, i highly recommend it.
I'll give yu mine if yu want....... i used it for ages and i found no problem with it (only cost me like £3)

Just go and buy another $5 mouse, maybe from a different store.  Most of the time they work fine.
im buying a $79 mouse. what do you think of that?
A cheap Logitech mouse should work fine.  Though I wouldn't say the click is quiet.
My current Logitech keyboard+mouse was just AU$22, so the mouse should be a fair bit cheaper.
