all you need is a video card, if you can't get a new pc.

even a P3 can run CS with the proper video card.

theres barely anything you can do to a PC that old, i recommend anything newer, even if it used.
get a new PC.

I had a friend who was playing CS 1.5 on a Pentium 166MHz with 4MB video card.  Not sure how he can really stand it - game takes like 10 minutes to load and runs at 4fps...
