People are using it as a base for their themes since Vegetano1's and Schmilk's theme has animations already inside the theme. All they need to do is replace it with what they want or add extra. It takes a long time to decompile a theme and study the XML files. Some just don't have the time or some just can't be stuffed with learning new things.
wee are very sorry for the news. but wee will continue it on december since my friend userpjay dose not have a good PC and have no internet connection at home so its very hard to make a good quality theme 
.. wee will be back making this theme at december 
. as for now my friend will make a simple theme to understand more about CTF
