You change the numbers under 'Order', 0, 1, 2, 3, etc... The lower the number the higher it will be in the XMB.

The only thing that confuses me is that the xmb seems to love going to certain icons when you enter the menu. For example, I moved Game Share into Network and deleted everything in Network apart from the browser. Now when I go into Network it will always be on Game Share and if I position Network either above or below it Game Share is still the first icon it goes to, odd. :S

When I change the order of an icon, it changes the icon...

I switched Game Share and the browser with no problem. :S

Edit: Hmm... I can't change the settings icons around without problems though. :O
