at our age wee practically have been studying all our life.

don't worry Kchan-chan ^_^ (ive wanted to write that since you arrived lol). like trademark said, everyone is looking for new friends. so don't be afraid to talk to people, they're going to be just as nervous as you are :) you're gonna do just fine ;)
oh, and i almost forgot to add: good luck Madwin
i can't compare because i take it if you live in japan, then you went to a japanese high school which is MUCH different than any school in the west. here college, unless is a really expensive one or one that sint a community college, is usually more about meeting people and having parties and school comes second. from what i understand from my japanese teacher, they are much stricter in school there. he said some schools go from sun up till sun down and even on saturdays. i imagine that college, and since you mentioned its a tech. college, is going to more study oriented. another thing he said about japan is that people don't talk usually strike up conversations with random people just for the sake of talking, but here EVERYONE wants to tell you their life story and i hate sitting in waiting room because people always want to talk to me!! anyway no matter the case it will be what you make it, its you want it to be more social, its completly up to you. im sure that's the same around the whole world.
most of thime i like to be left alone... i have problems talking to people i don't know and i avoid it, so i don't know a whole lot of people. i live in the south east USA so you know where im comparing japan too.
I'd imagine that you _probably_ get more free time than highschool, but then, there's probably more studying to do by yourself.
Uni has ALOT more freedom than High School, as for people's niceness here they seem pretty accepting, though most people still look at me funny when they see me walking around campus (16yo, half their size, who can't drive yet Facepalm) But there's so much more to learn here, I actually have to attend class most of the time or I'll be way behind. Good luck :)

Don't listen to him.

Study and get good scores in college, because it actually matters. College is what's going to get you your job.

Primary school and middle school, yeah, party and play all day, it doesn't matter.
College should be fun; however, don't let schoolwork come so second that you fail. One, it's embarrasing. Two, it's expensive, and lastly, it's a waste of time doing something twice. (Believe me, I repeated a lot of my highschool classes from last year, because I failed a lot of them. Boring.)
It's all about self discipline; party on some nights, study on others.
