PSP Hugo is the one I'm using.
I'm having trouble with getting sound to work and I understand you need to set up a HCD or TOC file, I choose the HCD way.
Now I tried it myself and the sound still doesn't work, maybe I'm just stupid and I need help.
My game consists of.
A .cue file
27 sound track files. 2 being an ISO, 27 being one too. 1 being a warning message.
That's really it really.
Have no idea about this emulator, but explain more about the files you have.
It sounds like it may be using the CDA tracks for music (audio effects should work though?), but ISO typically isn't used to hold audio tracks (should be BIN/IMG/MDF etc).

Alright, I'm going with the .TOC method instead.
I think I almost got it working.
But at this rate I could use some help.
maybe try it to convert to .img file?

I find the issue of 2 of the files being an ISO, 27 somehow equals 1 (never learnt that in school) and have no idea what this warning message is about. Furthermore, have no idea what these sound track files are, as tracks are stored as RAW data and don't have a file representation.

Alright, when I load 2 in the emulator, the game will load but there's no sound that's what my problem is, maybe I'm stupid and I'm doing something wrong because I can't seem to understand the read me.
maybe you other guys can work it out?

HOW TO CREATE TOC FILE FROM CUE/BIN

You can use TurboRipV100 to create CD rom files
compatible with PSP-Hugo. Mount your CUE/BIN file
using virtual CD tool such as Daemon tools, then run
TurboRipV100 with the following arguments :
TurboRip.exe /PCEP /RS=22050
After selecting your virtual CD-ROM id, TurboRip will
ripp all audio and data tracks in a folder and it
will generate a toc file compatible with PSP-Hugo.
Copy the generated folder in the psphugo/cd-roms
folder on your psp. Using the CD-Rom menu of the
emulator you will then be able to enjoy your game.
Track 1 is a warning message so that you don't insert the CD in an audio drive when you try to, as for track 27, I have no idea what it's used for, the rest are music tracks
In your last post ZB, you mentioned something about a CBA file? well that seems to be the case because after looking in the drive I mounted the cue file on to with daemon tools the only file in there was Track 01.cba (or something like that)

So you have the physical CD and dumped it? Otherwise I would assume you couldn't try it in an audio drive?
Or did you try loading the ISO with something else?
Typically the hybrid CD layout has data stored on track 0, and tracks 1,2,3... are audio tracks.

The file requirements are a little strict though - dunno why it can't read a CUE file.

Track no 2, there is audio but no voice acting or music

No, I can't remember how I got it but it all came in one BAT file if I'm correct.
I've tried loading the ISO with Magic Engine for the PC and it works fine, as for the other Turbo grapfx emulator, well, the readme is in some Asian language of some sort (I think it's japanese)

same here.
Well sounds the ISO image is probably valid then (weird to be in an ISO though).
I guess you'd have to try converting the CUE into a TOC - should be fairly obvious if you open it in a text editor, but may be a little tedious.
