meh what is the point of this thread -.- none of the suggestion made it.
IMO put everyone interested in a queue, each week the next person will decide the theme, based on a set of rules, eg open topic(no stuffs like "Green Dinosaur", "Georg Bush" etc) no repeated theme, etc etc.
who want to be on the list will have to post here and wait for your turn.

I'm sure after a whole week someone else would put their name up :P so wee don't have to worry about no one want to do it.
wee will have a deadline for, most likely at the time of voting/ slightly afterward. no later.
so there will be no delay in starting SOTW like last week and this week. -.- it's wednesday here.
