Endless Paradigm

I'd like to know how to do these lines in Ps, but ive no idea how to go about it.

id like to do lines like the ones from this picture (from her hands)

well i use the ellipse tool just get it at the write angle and your good...then just go to exposure and adjust the offset the the right...that's how i do it..
