I actually once shut down an entire room's computers with this once - was fun watching them try to figure out who did it (someone managed to cancel the shutdown on their machine and they got all the blame, lol) :P
You don't need admin access to do that in my college. I always do it but never leave a time because then my student id comes up on their screen. Funny thing is the tech guys say that once the other computer shuts down there is no logs of where the shutdown was sent and so they can't catch us! I have also put viruses on computers and then controlled them using the IP from another computer! It's so fun starting random programs and taking control of the mouse!
oh and shutdown-a is what cancels it...
Isn't that called VNC? I've messed with a friend's laptop with that... He soon worked out though that he could just unplug the ethernet cable...
I'm not sure what it's called. for the shutdown its shutdown-i but i forget what virus i used... i used a few but always had to uninstall the AV first and as long as people only logged on and off the computer and never restarted it the virus stayed on the machine... had hours of fun!

You probably need at least Power User access. If that's granted, then no, you don't need admin access.
