So thanks to Mr.ZB I can open the application, in this case puttyportable, but it can't seem to gain network access
I can't open C:, run regedit, or any other of that good stuff, can't even check settings in IE. Can ayone help?
EDIT: Okay i can open C: and command prompt using run from TotalCommander :p

If so, that's a little odd. A number of possibilities:
- some software firewall only allowing certain applications through - to get around, just kill the firewall
- router blocking certain ports - are your sure you're only trying to use port 80 (HTTP) and port 443 (HTTPS) traffic only?
- some other dodgy redirection scheme - but I doubt it if they can't properly block you running EXEs

Can't kill firewall, atleast not using cmd or task manager
Port 80 is what's used for putty, but not even firefox with no proxy doesn't work
by the way renaming as any system app works (explorer, iexplore, osk, etc) don't know if that helps knowing what poo poo they're using

Firefox in library computers, the rest are apps that download stuff from the internet, Microsoft office to download templates from, Dreamweaver works to connect to a server, that's all that i can think of :/

With Firefox, I assume you can get into the options dialog and there's no specified proxy or proxy configuration script there?
If so, what happens if you rename the firefox.exe to something else (if you have permission to do so)? If you can't try copying it to somewhere else and try running it and see if you can access the internet (note, you can't start multiple instances of Firefox so remember to close it before trying to run it).
